We will advance and liberate our land. The non-prolongation of the ceasefire is our response to terrorists, militants, marauders. To all those who mock civilians. Who paralyzes the work of the region's economy. Who breaks the payment of salaries, pensions, scholarships. Who undermines the railway and destroys the water pipes. Who deprived people of a normal, peaceful life. The Armed Forces of Ukraine, the National Guard, other units will never allow themselves to use force against civilians. They will never beat the residential quarters. Ukrainian soldiers and guardsmen will risk their own lives, so as not to threaten women, children, elderly men. All those who live on the land of the Donbass and do not take illegal weapons into their hands. Such is the eternal knightly nature of the Ukrainian army.
We are responsible and experienced for every peaceful life, which, God forbid, can be cut off during a military or anti-terrorist operation. This requires us to be extremely accurate in every movement in the conduct of operations. I appeal to every resident of Donetsk and Lugansk regions with a request to understand my decision. I ask you to become allies in the return of security to the Donbas. Yes, you can not resist the bandits with physical strength. But your willpower and strength of spirit, your civil disobedience to the so-called "people's republics", intolerance and contempt for those who have embarked on banditry, looting and terror, will bring the day when lasting peace returns to your homes and streets. To all who, on the way to armed resistance to the legitimate authorities, but realized that he made a mistake and wants to correct it, I, as President, guarantee non-bringing to criminal responsibility. Our peace plan, as a strategy for Ukraine and the Donbas, remains in force. And disarmament. And decentralization. And free use of the Russian language. When we see that all parties adhere to the fulfillment of the main points of the peace plan. That the fighters release the hostages. As on the other side of the eastern border, the red light of saboteurs and arms suppliers caught fire, and the OSCE observes the observance of the regime on the border. Dear compatriots! The road to peace turned out to be somewhat more complicated than desired. I do not want to embellish reality. It will not be easy or easy. We, as ever, should unite to protect Ukraine.
