On the prohibition of the use of food additives
The European Commission on November 11, 2004 amended the EU Directive 95/2 / EC "Food additives used in the production of food products (except dyes)" on the use of food additives in the confectionery and meat industries. The ban on the use of food additives (hereinafter - additives) E 216 (para-Oxybenzoic acid propyl ester) and E 217 (para-Oxybenzoic acid propyl ester, sodium salt) from the manufacture of confectionery and meat products since 01.01.2005 is introduced.
In the Russian Federation, supplements E 216 and E 217 are included in Annex 7 "Food additives that do not have harmful effects on human health when used for food products" SanPiN 2.3.2.1078-01 "Hygienic requirements for the safety and nutritional value of food products", in Appendix 1 "Food additives for food production" SanPiN 2.3.2.1293-03 "Hygienic requirements for the use of food additives" and allowed for use in the food industry as preservatives in the production of confectionery and meat products. The scope and conditions for the use of additives, regulated by sanitary legislation, fully comply with the EU Directive 95/2 / EC.
With the purpose of preventing the threat of the emergence of mass non-infectious diseases (poisonings) of the population and in accordance with federal laws of 30.03.1999 No. 52-FZ "On Sanitary and Epidemiological Welfare of the Population", Article 51 (Collected Legislation of the Russian Federation, 1999, No. 14, art. 1650), 01.01.2000 No. 29-FZ "On the quality and safety of food products", Article 17.21 (Collected Legislation of the Russian Federation, 2000, No. 2, Article 150)
I hereby resolve:
1. To prohibit the import into the territory of the Russian Federation of food products manufactured with the use of additives E 216 (para-Oxybenzoic acid propyl ester) and E 217 (para-Oxybenzoic acid propyl ether, sodium salt), and also from 01.03.2005 use of these additives for Production of food products.
2. In 2005, the Research Institute for Nutrition of the Russian Academy of Medical Sciences (as agreed) and the Federal State Healthcare Institution Federal Center for Hygiene and Epidemiology conduct in-depth toxicological and hygienic studies of the additives E 216 (para-Oxybenzoic acid propyl ester) and E 217 (para-Oxybenzoic Acid propyl ether, sodium salt).
3. The main state sanitary doctors of the subjects of the Russian Federation shall bring the text of this resolution to the notice of legal entities and individual entrepreneurs engaged in the production and turnover of food products, as well as importing food products to the territory of the Russian Federation.
4. Control over the implementation of this resolution to entrust to the Deputy Chief State Sanitary Doctor of the Russian Federation LP Gulchenko.
