Open Joint-Stock Company "Mobile TeleSystems" (MTS) is the largest mobile communication operator in Russia and CIS countries, serving more than 74 million subscribers. The license portfolio of MTS includes most regions of Russia, Ukraine, Belarus, Uzbekistan and Turkmenistan, and the population living in the MTS network covers more than 230 million people. In 2003, MTS acquired a controlling interest in CJSC Ukrainian Mobile Communications (UMC).

The history of the Ukrainian-German-Danish-Dutch company UMC begins in the distant 1992, when it received a license for mobile communications. In 1993, UMC launches the first NMT analogue network. Utel was established in 1992 in Ukraine and created a modern cellular network for high quality mobile communications. UTEL was founded by the operators of Ukrtelecom, KPN, AT & T, Deutsche Telekom. Having bought shares of foreign partners in 2001, Ukrtelecom managed to create the owner of DP Utel. In early 2005 DP Utel is being reorganized into Utel branch of Ukrtelecom OJSC.
