Prohibition of the use of food additives
11.11.2004 European Commission introduced an amendment to the EU Directive 95/2/EC HP "Food additives used in the manufacture of food products (except dyes)" on the use of food additives in confectionery and meat industry. A ban on the use of food additives from 01.01.2005 (hereinafter - additives) E 216 (para-hydroxybenzoic acid propyl ester) and E 217 (para-hydroxybenzoic acid propyl ester, sodium salt) in confectionery and meat products.
In the Russian Federation additives E 216 and E 217 are included in Appendix 7 "Dietary supplements do not have harmful effects on human health when used for the manufacture of food products," SanPin 2.3.2.1078-01 "Hygienic safety and nutritional value of food products" in Appendix 1 "Food additives for the food" SanPin 2.3.2.1293-03 "Hygienic requirements for the use of food additives" and are permitted for use in the food industry as preservatives in the manufacture of confectionery and meat products. Scope and terms of use of additives, regulated health laws are in compliance with EU Directive 95/2/EC HP.
In order to prevent the threat of a mass non-infectious diseases (poisoning) of the population and in accordance with the federal laws of 30.03.1999 № 52-FZ "On the sanitary-epidemiological welfare of the population," Article 51 (Collection of Laws of the Russian Federation, 1999, № 14, art. 1650), from 01.01.2000 № 29-FZ "On the quality and safety of food products," v. 17, 21 (Collection of Laws of the Russian Federation, 2000, № 2, p 150.)
DECIDE:
1. Prohibit the import into the Russian Federation foods produced using additives E 216 (p-hydroxybenzoic acid propyl ester) and E 217 (p-hydroxybenzoic acid propyl ester sodium salt), as well as the use of these additives 01.03.2005 in food products.
2. Research Institute of Nutrition (by agreement) and the Federal State Enterprise "Federal Centre of Hygiene and Epidemiology," during 2005, to in-depth toxicological and hygienic studies of additives E 216 (para-hydroxybenzoic acid propyl ester) and E 217 (para-hydroxybenzoic acid propyl ester, sodium salt).
3. Chief State Sanitary Doctor of the Russian Federation to bring the text of this Resolution to the attention of legal entities and individual entrepreneurs engaged in the production and sale of food products, as well as carrying out import food into the territory of the Russian Federation.
4. The enforcement of this resolution shall be assigned to the Deputy Chief Medical Officer of the Russian Federation Gulchenko LP
