Of course, the process of connecting a newly introduced electrical installation (a built house) in different cities, regions, regions may differ in some points, but nevertheless the general principle is the same.
After receiving documents confirming the ownership of the land and building, the consumer submits an application for inclusion. In the application, usually, in addition to the address and coordinates of the applicant, the required power, voltage level are indicated, and sometimes it is necessary to distribute the power according to the type of load, separately indicate the presence of electric heating.
Filling out the application is a crucial moment and the future consumer must first prepare for it. Depending on the number of rooms and the area of the premises, the number and capacity of frequently used power consumers, it is necessary to determine the amount of installed power. Energy supplying organizations may apply penalties to consumers connecting power exceeding that permitted by the contract (appearing as a result of the received technical conditions). Consumers who find it difficult to determine this power should turn to professionals (design organization, a familiar electrician, for example).
In response to the application, the power supply or TCO will issue a response to the consumer within a month (technical conditions, refusal). Specifications - a document defining the requirements that must be met by the consumer in order to connect to the power grid. Typically, the conditions are standard (installation of an electric meter, RCD, obtaining permits from interested organizations), but sometimes it may be necessary to build a line, replace wires and even install new transformer substations. But this is not the worst thing, because refusal to connect is also possible.
Failure - substantiated disagreement with the connection of a new electrical installation to existing electrical networks. Since the energy supplying organization is obliged to provide electric energy in accordance with current standards and norms, and the electric networks are worn out and fully loaded, connection failure is possible. The way out or insist on obtaining technical conditions with the installation of TP, the construction of the line, etc.
The next step is present in different forms and not always. With the technical conditions, the consumer goes to the design organization and orders a project or project drawing of a future electrical installation. Some TCO, energy supplying organizations (EA) do not require this. The project determines the installation of the electrical installation: the location of switches, sockets, lamps, the brand and cross-section of the conductors, the grounding device, the circuit of the switchgear and much more. The design organization carries out the project based on the wishes of the customer, in accordance with applicable standards and rules. In any case, contacting such an organization will protect the consumer from possible disagreements with the inspecting authorities (and he will have 2-3 checks before putting into operation). The project is carried out within 1-2 weeks and is coordinated with the TSO and Rostekhnadzor.
And only after that, on the basis of the received documents, it is recommended to perform installation! Consumers who completed installation often often face the need to re-install electrical equipment. It is also not recommended to contact "homegrown" specialists, because even an experienced electrician working in any plant may not know the modern installation requirements. If there is a project, it is simply necessary that the installation correspond to it (in this case, an “intelligent” electrician can handle it). Of course, it is better that the installation was carried out by the same organization as the design. Usually (and now almost always) the power supply organization and Rostekhnadzor require installation by a licensed organization, as from installers it is necessary to obtain a minimum set of documents - acts of covert work and technical readiness of electrical work. Before admission, the certified laboratory must make all necessary measurements - insulation resistance of wires and cables, grounding resistance and transition contact, with the provision of appropriate protocols.
After installation, the time comes to inspect the electrical installation. In different cases, up to three inspectors (TSO, EO, Rostekhnadzor) can go to a newly constructed facility. The TSO inspector will draw up an inspection certificate of the electrical installation, a certificate of technical specifications, an act of demarcation of the balance sheet and operational responsibility. The latter is an annex to the contract and defines the relationship between TCO and the consumer.
A representative of Rostekhnadzor will inspect the electrical installation for compliance with applicable standards and rules and issue an electrical installation approval certificate for operation. The representative of the EA will inspect only the switchgear and electricity meters. After inspections, your meter will be sealed.
The next step is to conclude a power supply agreement. After the order is drawn up for inclusion, the team leaves and turns on your electrical installation.
