15.2. Organization of the account of working time
Time tracking and monitoring of its use are the necessary foundation of all work to strengthen labor discipline. Currently, there are systems of organization of working time in construction and industry, and control over its use:
• card (using the master clock);
• tokens (tokens with the personnel or brands);
• throughput (by putting workers and issuance of passes);
• raportno-departmental (using the personnel reports or statements received from department heads, supervisors, foremen);
• using checkpoints devices.

The construction companies, as a rule, used a card, badge and raportno-departmental timecard system and industrial enterprises - carrying and using checkpoints devices. You can use the combined systems and other timecard, depending on the conditions of production, but any system of accounting organization of working time should provide control for: • timely attendance at work of employees, identification of all no-shows and latecomers;
• for finding workers during working hours at their jobs, as well as their timely departure at lunchtime and comes after him;
• Timely care workers to work at the end of the working day or shift;
• hours actually worked, idle time and other forms of under-utilization of working time.
For organizing and conducting timecard it is very important the correct definition of the payroll and the average number of employees. Payroll employees includes employees taken on a permanent, seasonal or temporary work for a period of one day or more. In this case, of payroll employees for each calendar day recorded as actually running, and absent from work for any reason. To determine the number for the corresponding period (month, quarter, year) calculated the average number of employees, which is necessary for the calculation of labor productivity, turnover rates, staff turnover or persistence and other factors.
The average number of employees during the reporting month shall be calculated by adding the number of employees on the payroll of the month, including holidays (non-working) and weekends, and dividing the sum by the number of calendar days of the reporting month. The number of payroll employees for a weekend or public holiday shall be equal to the number of payroll employees for the previous working day. To correctly determine the average number of workers necessary to keep daily records of the number of payroll employees, which should be updated on the basis of orders (orders) for admission, transfer employees to other work and the termination of the employment contract. The number of payroll employees for each day should correspond to the data sheet of the account of working time of employees, on the basis of which set the number of workers and employees, present themselves and did not present themselves for work. Accounting personnel of the enterprise and its structural subdivisions being the Human Resources department.
