LAND FUND.

Public administration ZF - a separate sphere of public administration. The area of ​​action is the earth in the broadest sense of the word. The subject of regulation is the system of land legal relations in the field of rational use and protection of land resources as an object of economic management.

All lands that are within the Russian Federation constitute a single ZF RF.

It determines the existence of a common legal regime for all lands that make up the RF RF, regardless of the form of ownership of the land, the special purpose and belonging to a particular category of land.

All RF lands are divided into two types:

1) lands that are used as a spatial economic basis, means of production;

2) the land that performs

Natural-for-like and recreational, health-improving functions.

Depending on the intended purpose, all the RF lands are divided into:

1) agricultural land. In this category, two types of land are distinguished: lands designated for agricultural production purposes, i.e. Used as a production factor; Land allocated for the needs of agriculture, i.e. Used as a protective, auxiliary factor;

2) the land of settlements (settlements). These include all the lands that are located within the urban, settlement territory, as well as the territory of settlements, and those that are outside the territory of settlements, but transferred to their jurisdiction;

3) the land of industry, energy, transport, communications, broadcasting, television, informatics, land to provide space activities, defense land, security and other special purpose land. These lands can be provided only to organizations, enterprises and institutions in the manner established by

Federal legislation;

4) lands of specially protected territories and objects. These include lands that are of nature protection, nature conservation, recreational, health and historical and cultural character;

5) the land of the forest fund. It includes all lands covered with forest and forest plantations, as well as lands not covered by forest, but intended for the needs of forestry;

6) the land of the water fund. These lands include three types of land: those occupied by water bodies; Allocated to the right-of-way; Water protection zones of water bodies;

7) reserve lands. They are neither on the right of ownership, nor on the right of lease, permanent (perpetual) use, lifelong inheritable possession, etc.

The reserve lands are a single reserve ZF RF, which is under the control of federal executive bodies of state power in the field of rational use and protection of lands.

The structure of ZF is constantly changing under the influence of various factors: political, economic, social, biological, ecological, etc.

With the change in the structure of the ZF, changes generally occur in the structure of the category of lands.

The same changes can occur within all other categories of land due to their transfer from one category to another, privatization of land, development

Entrepreneurial activity in the field of land use, etc.
