LOCAL LAWS

- Legal acts of local self-government. By MZ include:

1) the charter of the municipality;

2) legal acts, which are adopted at a local referendum or a gathering of citizens;

3) regulatory and other legal acts of the representative body of the municipality;

4) decisions, orders the head of the local administration of other local self-government, their officials, stipulated by the charter of the municipality.

1) regulations - legal regulations:

a) establishing general provisions;

b) used repeatedly;

c) have no specific destinations;

g) regulate the most important public relations;

d) acting for a long time, regardless of the performance of their requirements;

2) non-normative acts - acts of the application of the rules, bearing individual character.

MZ representative bodies of local self-government shall be issued in the form of the following decisions:

1) decisions imposing the rules that are binding on the territory of the municipality;

2) decision on the organization of activity of the representative body of the municipality.

In accordance with its mandate, the head of the local administration shall issue:

1) decisions on matters:

a) local significance;

b) relating to the implementation of certain state powers transferred in accordance with federal laws and laws of the Russian Federation;

2) the order on the organization of the local administration.

In matters that are related to the performance of certain state powers, organs and officials of local self-government and the right to issue legal acts, if the resolution of these issues within their competence. Officials of local self-publish on matters within their competence, instructions and orders.

MZ are binding on the entire territory of the municipality. For their non-citizens, heads of organizations, officials of state bodies and local self-government are established by the legislation.

MZ should not contradict:

1) of the Constitution;

2) the federal constitutional law;

3) federal laws and other normative legal acts;

4) constitutions (charters) of subjects of the Russian Federation;

5) The laws, normative legal acts of the Russian Federation.
