The most important attribute of the state, empowering its bodies with powerful functions to create legislative acts.

The legislative body of the Russian Federation is the Federal Assembly, which takes into account and reflects in its activities the interests of the entire people as a whole and the specific interests of the nations and nationalities of all constituent entities of the Russian Federation.

Parliament is a federal body of state power that has the right to issue federal normative acts that have the highest legal force in comparison with other normative acts, except for the Constitution of the Russian Federation.

Lawmaking is the main function of the Federal Assembly. Legal acts of the Federal Assembly can not contradict the Constitution of the Russian Federation and federal laws.

The Federal Assembly consists of two chambers: the Federation Council and the State Duma.

Chambers sit separately. Each of the chambers has an independent list of issues of their conduct.

The Federation Council has an equal number of representatives from each subject, regardless of the type of subject, its magnitude and other circumstances. The term of office of the State Duma of the Federal Assembly of the Russian Federation is 4 years, the method of formation is election.

A person claiming to participate in the elections to the State Duma deputies must be a citizen of the Russian Federation who has reached the age of 21. A citizen who is recognized as incapacitated by a court and also held in places of deprivation of liberty by a court verdict can not be elected.

The Federal Assembly is the parliament of the Russian Federation. The State Duma meets at the session:

1) in the spring - from January 12 to June 20;

2) in the autumn - from September 1 to December 25. The Federation Council meets at its sessions:

1) for the spring session - from January 25 to July 15;

2) for the autumn - from September 16 to December 31. The introduction of draft laws into the State

The Duma of the Federal Assembly consists of several stages:

1) the stage of the legislative initiative, in which the subjects of the legislative initiative submit to the parliament a draft legislative act;

2) the stage of preparation, at which the bill is sent to state bodies and other organizations to prepare feedback, suggestions and comments, as well as for scientific examination.

All laws passed by the State Duma are submitted to the Federation Council for consideration. All federal constitutional laws are subject to compulsory consideration in the Federation Council.

The adopted law is sent to the President of the Russian Federation by the Federation Council, regardless of whether this law is approved by this Chamber by voting or without consideration. Within fourteen days, the President of the Russian Federation must either sign the law, or reject it.

Federal constitutional laws and federal laws are subject to official publication within seven days after the day of their signing by the President of the Russian Federation and come into force after 10 days after the official publication.

It is possible to dissolve only one chamber of the State Duma. The Duma can not be dissolved within a year of its election.
