PRELIMINARY VOTING

Voting ahead of the established deadline for holding official elections due to the absence of a voter on a fixed date for a valid reason at the place of residence.

If the voter, the participant of the referendum votes in the premises of the territorial commission, the district election commission, the election commission of the municipal formation, on the front side of the bulletin issued to him in the upper right corner are signed the two members of this commission, which are assured by its seal.

The voter who voted ahead of schedule puts the completed ballot in an envelope that is sealed. At the place of gluing on the envelope, the signatures of two members of the relevant commission with the right of decisive vote, as well as the members of the commission with the right of deliberative vote, observers (at their request) are put on the envelope. These signatures are certified by the seal of the commission, as well as by the signature of the voter who voted early.

The sealed envelope containing the ballots is kept by the secret of the relevant commission until all ballots are transferred to the district commission, in the precinct commission's office - before the voting day.

On the day officially established for voting, the chairman of the precinct commission, in the presence of the members of the precinct commission, observers, other persons established by law, before the start of voting, informs about the total number of voters, including those who voted early, present for sealed envelopes with bulletins and a list Voters, referendum participants who voted early. After that, the chairman of the precinct commission uncovers each envelope in turn.

If the number of voters who voted early exceeds 1% of the number of voters included in the voters list, but not less than 10 voters, referendum participants, on the reverse of the ballots of voters who voted early, immediately after they are removed from envelopes, the seal of the precinct commission is stamped.

After the above actions

The chairman of the precinct commission, observing the secrecy of the will of the voter, drops the ballots into a stationary ballot box or into a technical means of counting votes if used. Opposite the name of the voter who voted ahead of schedule, a note is made in the voters' list: "Voted ahead of schedule".

The ballot of the early voting voter is recognized as invalid if the signatures of the members with the right of decisive vote, as well as the members with the right of advisory vote and observers of the corresponding commission are not on the envelope, or more than one bulletin of the established form has been extracted from the envelope in respect of which the act is drawn up. On the front of each of these ballots, on the boxes to the right of the candidates' data, candidates lists, "Against all candidates" ("Against all candidate lists"), "Yes" and "No" Invalid, which is approved by the signatures of two members of the precinct commission with the right of deciding vote and certified by the seal of the precinct commission.
