LEGAL PROTECTION OF THE CONSTITUTION OF THE RUSSIAN FEDERATION

- special protection established by law in order to ensure the invariability and permanence of the fundamental principles of the organization of Russian society:

1) the supremacy of the Constitution as the main law of the state;

2) the essence and guarantees of the rights and freedoms of man and citizen;

3) pluralism of political, religious and ideological;

4) separation of powers;

5) parliamentarism;

6) universal suffrage;

7) federal structure and other democratic principles.

The peculiarity of the PKK RF is that the entire system of state bodies of the Russian Federation, including the President of the Russian Federation, the Government of the Russian Federation, the Federal Assembly of the Russian Federation, the judicial system of the Russian Federation, is designed to ensure compliance

Constitutional norms:

1) The President of the Russian Federation - the guarantor of the Constitution of the Russian Federation, ensuring and observance of human and civil rights and freedoms in the Russian Federation, the sovereignty of the Russian Federation, its independence and state integrity;

2) The Federal Assembly of the Russian Federation adopts federal laws in pursuance of the Constitution of the Russian Federation, hears reports of the Government of the Russian Federation on their implementation and compliance with constitutional norms in the Russian Federation, exercises other powers related to ensuring compliance with the Constitution of the Russian Federation by all subjects of legal relations;

3) The Government of the Russian Federation exercises control over compliance with the Constitution of the Russian Federation, constitutional rights and freedoms by federal executive bodies, executive authorities of the subjects of the Russian Federation on issues within the competence of the Russian Federation, joint jurisdiction of the Russian Federation and its subjects.

A special place in the PKK RF belongs to the Constitutional Court of the Russian Federation, which:

1) issues acts of official interpretation of constitutional provisions;

2) checks the adopted laws and by-laws of various authorities for compliance with their Constitution;

3) if a discrepancy is detected

Normative acts of federal authorities and authorities of the subjects of the Russian Federation, this act recognizes that it does not comply with the Constitution of the Russian Federation and cancels its operation;

4) checks the international treaties of the Russian Federation for compliance with the norms of the Constitution of the Russian Federation, recognizes them as relevant or not in accordance with the Constitution of the Russian Federation.

At the request of the competent authorities, other courts of the Russian Federation have the right to cancel the effect of regulatory acts of the authorities of the subjects of the Russian Federation and local self-government in case of their inconsistency with the provisions of the Constitution of the Russian Federation.

PKK RF also has a special complicated procedure for accepting, inserting into its text changes or amendments.

The Constitution of the Russian Federation is obliged to observe:

1) all subjects of constitutional and legal relations;

2) diplomatic and consular missions of foreign states;

3) representations of international organizations, their employees who enjoy diplomatic consular immunity;

4) foreign citizens and stateless persons who are on the territory of the Russian Federation.
