PSYCHIATRIC HELP

- the actions of authorized persons including a survey of the mental health of citizens on the grounds and in accordance with the procedure established by law, the diagnosis of mental disorders, treatment, care and medical and social rehabilitation of persons suffering from mental disorders.

PP is regulated by the Law of the Russian Federation "On psychiatric care and guarantees of the rights of citizens in its provision" of July 2, 1992.

PP to persons suffering from mental disorders is guaranteed by the state and implemented on the basis of the principles of legality, humanity and respect for human and citizen rights. P. P. is at the voluntary application of the person or with his consent, except for cases provided for by law. A minor under the age of 15 years, as well as a person recognized as legally incompetent, PP is at the request or with the consent of his legal representatives.

In the provision of PP information about the presence of a mental disorder in a citizen, the facts of applying for PP and treatment in an institution providing such assistance, as well as other information about the state of mental health are a medical secret protected by law.

Psychiatric assistance is provided by state, non-governmental psychiatric and psycho-neurological institutions that have been granted this permission and

Private practitioners-psychiatrists. The procedure for issuing licenses for activities to provide PP is established by the legislation of the Russian Federation.

Types of PP, provided by psychiatric and psychoneurological institutions or private practitioners-psychiatrists, are specified in the statutory documents or licenses. The right to medical activities for the provision of psychiatric care is provided by a psychiatrist who received a higher medical education and confirmed his qualification in accordance with the procedure established by the legislation of the Russian Federation.

Types of P.P .:

1) psychiatric examination;

2) outpatient clinic:

A) consultative and medical aid;

B) dispensary observation; 3) hospitalization in a psychiatric hospital.

Psychiatric examination

Is carried out to determine whether a subject is suffering from a mental disorder, whether he needs psychiatric care, or to decide on the type of such care. Psychiatric examination, as well as preventive examinations are carried out at the request or with the consent of the subject; In respect of a minor under 15 years of age - at the request or with the consent of his parents or other legal representative; In respect of a person recognized as legally incapacitated by law - at the request or with the consent of his legal representative. In case of opposition of one of the parents or in the absence of the parents or other legal representative, the examination of the minor is carried out by the decision of the guardianship and trusteeship body, which can be appealed in court.

Consultative and medical assistance is provided by a psychiatrist in case of self-treatment of a person suffering from a mental disorder, at his request or with his consent, and with respect to a minor under the age of 15 - at the request or with the consent of his parents or other legal representative.

The grounds for hospitalization in a psychiatric hospital are the presence of a mental disorder in a person and the decision of a psychiatrist to conduct a survey or treatment in a hospital setting or a judge's decision. The basis for placement in a psychiatric hospital may also be the need for a psychiatric examination.
