12. Recruitment of personnel housing and vocational guidance

At the present time sources to ensure staffing needs of buildings and businesses are:

1) higher and vocational education institutions;

2) organized recruitment of workers;

3) intra-urban (intra) the distribution of workers by employment centers;

4) independent work of personnel services organizations and enterprises recruitment.

12.1. The distribution of young professionals and young workers

The distribution of young specialists graduating from higher education institutions is carried out in accordance with the provisions on the distribution and use of university graduates. Draft plans (orders) interdepartmental distribution of young professionals and enterprise associations represent their parent organization prior to distribution.

Demand for Certified Specialists of the company and the organization is determined based on the number of its employees enrolled in the correspondence and evening divisions of higher educational institutions, the introduction of new techniques and technologies, reconstruction and expansion of production, application of progressive standards on labor experts and employees.

In these conditions deemed necessary to ensure the transition to a new type of interaction between higher education and production, providing, as a rule, the target training of specialists on the basis of contracts concluded between companies (organizations) and universities.

Work to improve the quality of training and the rational use of university graduates in the production should provide a reasonable calculation of the additional skills needs on the basis of the following measures: the transfer of employees with higher education and employment in the workplace, at positions corresponding to their qualifications; involving practitioners, experts in the study are already evening and correspondence higher education; selection and direction for study with a separation from the production workers who have sufficient production experience; preliminary selection of future professionals long before the end of their educational institutions and organizations working with them individually.

Another source providing construction projects and enterprises the necessary staff are graduates of vocational schools. Despite the fact that the proportion of workers trained in the vocational training system, the structure of personnel recruitment increases, the rate of annual training in vocational schools do not yet meet increased production needs. The predominant form of training of workers is still training them in the workplace.

In this regard, an important role in increasing the proportion of workers trained in vocational schools, is given to organizations and enterprises on the basis of production which they operate.

Basic company in the prescribed manner provided in the plans for economic and social development for the construction measures and strengthen the material and technical base, carrying out repairs of buildings and vocational school equipment, improve the learning environment, working, living, recreation and health of students and school staff, the development of students' interest in technical and professional creativity. The main tasks of the joint work of the base of the enterprise and vocational school are training and retraining of skilled workers to meet the requirements of scientific and technological progress and modern production.

Currently it considered appropriate to go on a direct contractual relation with the vocational schools and enterprises and organizations to carry out separate planning of the training of new workers at the expense of the state budget, and retraining and advanced training of personnel - on a contractual basis at the expense of businesses and organizations.

Organizers work with vocational schools operating in the industrial base of companies and organizations are personnel services, which ensure the implementation of measures for the development of training facilities of schools, improvement of forms and methods of career guidance and educational work, the consolidation of young workers in the workplace.
