12.2. Recruitment through employment agencies

The next important source of providing construction sites and enterprises with personnel is an organized set of workers.

An organized set of workers is the main form of planned employment of workers on a voluntary basis for permanent or seasonal work in organizations and enterprises. The direction of workers in the order of organized recruitment is carried out by the labor ministries and their organizations in the field in the manner and under the conditions established by the instructions on the procedure for planning and conducting an organized recruitment of workers.

Development of draft plans for the assignment of workers in the order of organized recruitment is as follows. Enterprises and organizations submit to the labor authorities balance calculations of the additional demand for labor and the sources of its provision, including through organized recruitment. The labor authorities consider the proposals of enterprises and organizations on the volumes of the organized recruitment of workers, analyze the presented balance calculations, check the possibility of receiving and placing workers (including their families), and submit conclusions on the agreed volumes of the organized set of workers.

Organizations, enterprises that receive reception of workers for organized recruitment, send their responsible representatives to the recruitment areas for agitation and reference work jointly with the labor authorities, and also provide work agencies with timely certificates of commitment and the necessary means of visual agitation (posters , Leaflets, prospectuses, other advertising and reference materials).

The organization, the enterprise for which the workers are sent by organized recruitment, take measures to fix them in production and adaptation in work collectives, take account of these workers and create conditions for them to study, improve their professional skills and professional advancement.

The next major source of providing construction and enterprise personnel is intra-city (intraregional) redistribution of labor through the employment service of the population. These bodies carry out the employment of citizens taking into account their individual wishes, professional training and recommendations of career counselors, and also ensure the timely employment of dismissed workers with a preliminary selection of their place of work prior to the termination of the employment contract, conduct the placement of graduates of secondary schools in the established order, Students of vocational schools.

Personnel services of enterprises and organizations of the city (district) regularly report to the employment centers on the availability of vacancies and vacant posts, including for the use of labor of pensioners, disabled people, women engaged in the upbringing of children, students and schoolchildren.

One of the sources of providing construction sites and enterprises with personnel is the involvement of temporary brigades for the construction and repair of production facilities, residential premises, and other construction and repair work. The involvement of temporary brigades can be carried out on the basis of written labor contracts with enterprises, organizations and institutions. Organizational work on the acquisition of temporary construction brigades is carried out by employment centers of the population, personnel services of organizations and enterprises through the recruitment of employees on vacation, temporarily not working, pensioners, etc.

The work of human resources services in staffing organizations and enterprises with the necessary number of employees is based on a broad and flexible use of all available forms and methods of staffing. It implies the development of independence and initiative aimed at improving the efficiency and quality of staffing. The activity of personnel services of organizations and enterprises to attract labor for production along with the planned organizational forms of staffing also provides for the constant development and improvement of the organization of vocational guidance for students in secondary general schools and other youth (Figure 9).
