Regulatory legal acts of local self-government bodies are adopted on issues of town-planning activity.

The state interests of GD are the interests of the Russian Federation and its subjects in providing conditions for the sustainable development of settlements and inter-settlement territories, the functioning of state systems of engineering and transport infrastructures and conservation of natural

Resources. If it contradicts the state interests, the activity can be stopped.

Public interests of GD - the interests of the population of urban and rural settlements, municipalities in the provision of favorable living conditions,

Limiting the harmful impact of economic activities on the environment by urban development tools, improving the environmental situation, developing engineering, transport and social infrastructures of urban and rural settlements.

Private interests of GD - the interests of citizens and legal entities in connection with the implementation of GD on their own land. It can be limited if it hinders the realization of the rights and lawful interests of the owners of land plots.

The creation, use, reconstruction and any changes to the real estate must comply with the approved town-planning documentation, state town-planning standards and building regulations.

Objects GD:

1) the territory of the Russian Federation;

2) parts of the territory of the Russian Federation;

3) territories of the subjects of the Russian Federation;

4) parts of the territories of the subjects of the Russian Federation;

5) the territory of the settlements;

6) parts of the territories of settlements;

7) the territory of other municipalities;

8) parts of the territories of other municipalities;

9) real estate and their complexes within the boundaries of settlements and in inter-settlement territories.

In the implementation of GD, the features of settlements, the number of their populations, scientific and production

Specialization of settlements, the importance of settlements in the system of population resettlement and the administrative and territorial structure of the Russian Federation.

Settlements are divided into: 1) urban:

A) cities;

B) villages; 2) rural: a) villages;

B) the village;

in the village;

D) farmstead;

E) villages;

F) camps.

Depending on the population, the settlements are divided into:

1) super-large cities - a population of more than 3 million people;

2) the largest cities - a population of 1 to 3 million people;

3) large cities - from 250 thousand to 1 million;

4) large cities - from 100 thousand to 2 50 thousand;

5) average cities - from 50 thousand to 100 thousand;

6) small towns and villages - up to 50 thousand;

7) large rural settlements - over 5 thousand;

8) large rural settlements - from 1 to 5 thousand;

9) average rural settlements - from 200 people to 1 thousand;

10) small rural settlements - less than 200 people.

GD is subject to special regulation, if without the introduction of special rules, urban development is impossible or difficult.

Special regulation is carried out

Through:

1) introduction of special state standards;

2) the introduction of a special procedure for the development of town planning documentation;

3) issuing special permits for construction.

Settlements - GD objects of special regulation:

1) the city of Moscow - the capital of the Russian Federation;

2) the city of St. Petersburg;

3) cities - the centers of the subjects of the Russian Federation;

4) resort cities;

5) historical settlements;

6) urban and rural settlements with a special mode of life;

7) urban and rural settlements, which are located in regions with extreme natural and climatic conditions or particularly unfavorable ecological conditions.

The boundaries of GD objects of special regulation may not coincide with the boundaries of administrative-territorial entities and are determined by the legislation of the Russian Federation and the legislation of the subjects.
