The fee for services for the transmission of electrical energy includes:
1) funds that compensate the organization's own expenses for the provision of such services;
2) the amount that provides return to the owners of electric grid facilities, income received as a result of exercising their rights, which is reduced by the amount of the organization's operating expenses for the operation of said facilities.
The management organization ENS conducts activities for the development of this network and the construction of electric grid facilities. The specified activity is directed on elimination of technological restrictions of electric energy flow between subjects of the Russian Federation and development of throughput of electric networks for maintenance of delivery of capacity

In addition to the organization for the management of ENS, any person can carry out the construction of power transmission lines. Persons engaged in such construction are entitled to technological connection of the constructed transmission lines to the existing electrical networks.
