Customs control zone -

part of the territory of the Russian Federation, which is detached in accordance with the legislation of the Russian Federation established by the customs procedure for the purpose of carrying on its activities aimed at ensuring compliance with customs legislation.

RF Customs Code restricts freedom of movement and activity within the customs control zones. Such restrictions are set, regardless of whether these zones are temporary or permanent. In respect of production and other commercial activity, movement

goods, vehicles and persons, including officials of other state bodies, permission-based procedure is established in the customs control zones. Resolution on the implementation of the activity or movement gives the appropriate customs authority. In this case, access to customs control zones is carried out with the prior notification of customs authorities. These limits are designed to ensure smooth operation of customs officials.

The authority to establish the order of establishment and designation of customs control zones, as well as requirements for them is delegated to the federal executive body authorized in the field of customs. The exception is the customs control zone created along the customs border. The establishment of such zones shall be approved by the Government.

Persons conveying goods and vehicles across the customs border, customs brokers (representatives), owners of temporary storage warehouses, owners of customs warehouses and customs carriers are obliged to submit to customs authorities the documents and information, submission of which is stipulated by the Customs Code. The customs authority is requesting the documents and information required for customs control, in writing and sets the term of their presentation, which should be sufficient for this purpose. This period may be extended.

When carrying out customs control is not permitted causing damage to the carrier, declarant, their representatives, owners of customs warehouses of temporary storage, owners of customs warehouses, other interested parties, as well as goods and vehicles. Losses caused by illegal decisions and actions (inaction) of customs bodies or their officials in the course of implementation of customs control, shall be compensated in full, including lost profits. Losses caused by lawful actions and decisions of customs bodies and their officials shall not be reimbursed.

Forms of customs control are:

1) checking documents and information, oral questioning;

2) obtain explanations;

3) Customs supervision;

4) customs examination of goods and vehicles;

5) customs clearance of goods and vehicles, personal inspection;

6) check labeling special stamps, the availability of these identification marks;

7) inspection of premises and territories for the purposes of customs control, customs inspection;
