SPACE ACTIVITIES

activities directly connected with the work on the Exploration and Use of Outer Space, including the Moon and other celestial bodies. Main directions:

1) The scientific space research;

2) the use of space technology for communications, television and radio broadcasting:

3) Remote sensing of the Earth from space;

4) environmental monitoring and meteorology;

5) The use of satellite navigation systems and topogeodesic;

6) manned space flight;

7) use of space technology, space materials and space technology in the interests of defense and security of the Russian Federation;

8) The observation of objects and phenomena in outer space;

9) test equipment in space; 10) production in space materials and other products;

11) other activities undertaken with the help of space technology.

KD includes creation, use of space technology,

space materials and space technologies and the provision of other services, the international cooperation of the Russian Federation in the field of exploration and use of outer space.

Objectives:

1) to promote the economic development of the state and welfare of the population of Russia the rational and efficient use of space technology and materials;

2) consolidation and development of scientific-technical and intellectual potential of the space industry and its infrastructure;

3) to promote defense and security of the Russian Federation;

4) To improve and build scientific knowledge of Earth, outer space and celestial bodies;

5) development and expansion of international cooperation of the Russian Federation in the system of global economic relations and international security. Principles:

1) maintenance of international peace and security through the use of space science and technology;

2) to attract extra-budgetary resources in space-related activities, while maintaining state control over their use;

3) Ensuring the safety of space activities and environmental protection;

4) equitable and beneficial international cooperation of the Russian Federation in the field of space;

5) the international responsibility of the Russian Federation for space activities;

6) the balanced development of space technology and space technologies used in the scientific, social and economic order in the interests of defense and security of the Russian Federation.

KD is administered by the Russian Federation, carries out general management of Russian President, who:

1) review and approve the main provisions of the state policy in the field

K. D .; 2) establishes a particularly important space projects;

3) resolves the most important public policy issues in the field of KD

The federal executive body on KD KD provides leadership for the benefit of science, technology and various industries.

For this purpose, the said body:

1) ensures the implementation of state policy in the field of K. D .;

2) develop a draft Federal Space Program;

3) carries out public procurement to develop, manufacture and supply of space technology and space infrastructure in scientific and socio-ekonomicheskihtselyah;

4) carries out placement of state orders for the development, production and supply of dual-use space technology and space infrastructure;

5) organizes and coordinates work on commercial space projects and facilitate their implementation;

6) organize the certification of space technology research and socio-economic purposes;

7) cooperates with organizations in other states and international organizations on K. D .;

8) funds within the allocated budget of the work on the implementation of the Federal Space Program. Space activities subject to licensing.

Space technology, created in the scientific and socio-economic purposes, subject to certification.

At the completion of the certification certificate is issued for each sample of space technology.

Certification bodies, manufacturers of space technology and the officials guilty of violating the rules of certification of space technology shall be liable in accordance with Russian law.
