APPOINTMENT OF ELECTIONS
- Is the activity of the authorized bodies to determine the day of voting.
The right to appoint the election belongs to the different bodies depending on the elected body and its level:
1) the election of deputies of the State Duma of the Russian Federation appointed by the President;
2) On election day, the President of the Russian Federation shall be appointed by the Federal Assembly of the Russian Federation;
3) Election of the highest official of the Russian Federation in subjects assigns the appropriate legislative (representative) body;
4) the head of the subject of the Russian Federation shall appoint the elections of the representative body of state power of the RF subject.
The decision to NV adopted not later than 65 days before the date of expiry of the period for which the appropriate authority or official shall have been elected.
If appointed by the elections because of the early termination of the powers of the relevant body, the decision on NV should be taken no later than 14 days from the date of the termination of the authority.
If the elections will not be assigned within a specified time by an authorized body or official, the election shall be held and the relevant election commission. For example, in this case the election of bodies and officials of the federal level of persons appointed by the Central Election Commission, election bodies and officials of the RF subjects - the election commission of the subject of the Russian Federation.
Following the appointment of the day of voting for the election of the Russian Federation form a:
1) single federal constituency;
2) 225 single-member constituencies;
3) polling stations.
Federal Electoral District covers an entire territory of the Russian Federation. In this district of the State Duma are elected in proportion to the number of votes cast for federal lists of candidates nominated by political parties, electoral blocs. Single-member districts are formed on the basis of the Central Election Commission of the Russian Federation executive bodies of subjects of the Russian Federation on the number of voters of the data recorded on the selected areas.
Single-member constituencies are formed in accordance with the requirements of:
1) The approximate equality of single-member constituencies on the number of voters registered in their territories with a tolerance of no more than 10%, and in hard-to-reach or remote areas - not more than 15%;
2) within the territory of the Russian Federation subject not form single-member electoral districts of the territories do not border each other;
3) do not form single-member electoral districts of the territories of two or more subjects of the Russian Federation;
4) in the territory of each subject of the Russian Federation should be formed by at least one single-mandate constituency.
The scheme of single-mandate constituencies approves the State Duma on the proposal of the Central Election Commission of the Russian Federation. Precincts shall be formed on the basis of data on the number of voters registered on the territory
municipality.
They are formed in compliance with the requirements of:
1) on the territory of each section should be no more than 3000 registered voters;
2) the intersection of the boundaries of electoral districts border areas is not allowed.
