FORECAST OF SOCIAL AND ECONOMIC DEVELOPMENT OF THE RUSSIAN FEDERATION

- a system of scientifically based views on the development of the Russian Federation in the socio-economic sphere, based on the laws of market economy.

P.S.-E. R. RF is based on concepts, i.e. System of ideas about strategic goals and priorities of the state's social and economic policy, the most important directions and means for achieving these goals.

The results of the state forecasting for the socio-economic development of the Russian Federation are used when the legislative and executive authorities of the Russian Federation make specific decisions in the field of socio-economic policy of the state, as well as to create a program on PS-E.E. R. RF, which is a comprehensive system of targets for the socio-economic development of the Russian Federation and the effective ways and means planned by the state to achieve

Specified landmarks.

P.S.-E. The RF is developed based on a comprehensive analysis of the demographic situation, scientific and technological potential, the accumulated national wealth, the social structure, the external position of the Russian Federation, the state of natural resources and the prospects for changing these factors. Is developed separately. In general, the forecast is made in several variants, taking into account the likely impact of both external and internal factors of a different nature.

P.S.-E. R. RF, depending on the period for which it is drawn up:

1. Long-term PS-E.E. The RF is developed every 5 years for a 10-year period, where possible goals of the social and economic development of the Russian Federation, ways and means for achieving these goals are determined and subject to mandatory publication.

2. Medium-term PS-E.E. The RF is developed for a period of 3 to 5 years, is adjusted annually and is subject to publication;

It reflects the following points:

1) an evaluation of the results of the socio-economic

Development of the Russian Federation for the previous period and a description of the state of the Russian economy;

2) the concept of the program of social and economic development of the Russian Federation for the medium term;

3) macroeconomic policy;

4) institutional transformation;

5) investment and structural policy;

6) agrarian policy;

7) environmental policy;

8) social policy;

9) regional economic policy;

10) foreign economic policy.

3. Short-term PS-E.E. The RF is developed annually and is also subject to publication. It contains the following provisions:

1) the results of the social and economic development of the Russian Federation for the past period of the current year;

2) a list of the main socio-economic problems (tasks), the solution of which is aimed at the policy of the Government of the Russian Federation in the coming year;

3) a list of federal targeted programs to be funded from the federal budget for the coming year;

4) the list and volumes of supplies of products for

Federal state needs by enlarged nomenclature;

5) planned projects for the development of the public sector of the economy.

The procedure for developing a program for the social and economic development of the Russian Federation is determined by the Government of the Russian Federation.
