LIVING WAGE
- Valuation of the consumer basket (ie a minimum set of food, nonfood goods and services necessary to maintain human health and ensure their activities), as well as mandatory payments and fees.
PM in the whole of Russia is intended to:
1) assessment of the standard of living of the Russian population in the design and implementation of social policy and federal social programs;
2) study established at the federal level of the minimum wage and of the minimal size of the old-age pension, as well as to determine the size of scholarships, grants and other social payments;
3) the formation of the federal budget.
PM in the Russian regions is meant to: assess the level of living of the population of the corresponding subject of the Russian Federation in the development and implementation of regional social programs; providing the necessary public
social assistance to low-income citizens; the formation of regional budgets.
The value of PM per capita and the main socio-demographic groups in the whole of Russia and in the regions of Russia is determined quarterly on the basis of the consumer basket and the data of the State Committee of the Russian Federation on statistics on the level of consumer prices for food, non-food products and services and the costs of mandatory fees and charges.
Family (lonely living citizen), where average per capita income (income is) lower than the PM, set in the corresponding subject of the Russian Federation, is considered low-income (poor) and is entitled to receive state social assistance.
