INVESTIGATION.

The activities of the investigator in criminal cases can be effective only if it is organized, the actions of the organs of the Republic are brought into the system.

Work on each criminal case requires a number of investigative actions, operational search activities, and all of them must be carefully prepared and carried out in a certain sequence and in terms established by the Code of Criminal Procedure.

R. crimes is a work to verify the proposed investigative versions and establish the truth in the case.

Planning R. is a mental activity, consisting in determining the content and order of work for establishing all the actual circumstances of the crime committed, exposing the perpetrators in accordance with the requirements of the law and with the least expenditure of time and effort, is reflected in written plans.

Planning activities in the Republic of Rwanda include:

1) the choice of the direction of R., the promotion of investigative versions;

2) the definition of the objectives of R. and their specification by establishing the subject and limits of proof, as well as the circumstances that contributed to the commission of the crime;

3) determination of the range of investigative and other actions and activities of operational-search and organizational-technical nature necessary to solve the tasks set, to verify the advanced versions;

4) determination of the tactics of the planned investigative actions;

5) establishing the timing and sequence of the planned actions;

6) identification of the executors of the planned actions;

7) execution of the planned program in the form of written plans for investigations, diagrams, charts, cards.

Planning and organization of R. in a particular case are closely related. Under the organization of P. means a set of measures that create conditions for R. with the least expenditure of time and effort. The organization of R. crimes also includes the optimization of the investigator's work,

At the initial stage of the investigation, the investigator must perform the following:

1) study of available evidence;

2) promotion of versions;

3) determination of the range of investigative and organizational measures to be carried out;

4) determining the timing and sequence of their conduct;

5) identification of executors of investigative and organizational measures;

6) adjustment of the plan.

In the activities of the investigator on planning R. it is customary to distinguish several stages:

1) study of available evidence;

2) promotion of versions;

3) determining the range of investigative and organizational activities to be carried out, the timing and sequence of their conduct, as well as performers;

4) adjustment of the plan in the course of R.
