SECOND ELECTORAL COMMISSION

- a collegial body established in the manner and within the timeframe established by law to ensure the voting process of voters, referendum participants and vote counting, referendum participants.

The powers of the USC are terminated 10 days after the official publication of the results of the elections, referendum. In the event that complaints to the higher commission or the court have been filed, protests against the actions (inaction) of the commission, the commission ceases to operate from the moment the final decision on the merits of the complaint is made, the protest is upheld by the higher commission or the court.

It is formed by the Higher Commission on the basis of proposals of political parties, electoral blocs that nominated lists of candidates admitted to the distribution of deputy mandates in the State Duma of the Federal Assembly of the Russian Federation, the legislative (representative) body of state power of the relevant constituent entity of the Russian Federation, public associations, electoral associations, Blocks,

Nominated lists of candidates admitted to the distribution of deputy mandates in the representative body of the local

Self-government, as well as proposals of the representative body of the local

Self-government, meetings of voters at the place of residence, work, service, study.

The higher commission is obliged to appoint not less than half of the total number of members of the U.K. on the basis of the received proposals:

1) political parties, electoral blocs that nominated federal lists of candidates admitted to the distribution of deputy mandates in the State Duma of the Federal Assembly of the Russian Federation;

2) political parties, electoral blocs that nominated lists of candidates admitted to the distribution of deputy mandates in the legislative (representative) body of state power of a constituent entity of the Russian Federation;

3) electoral associations, electoral blocs that nominated lists of candidates admitted to the distribution of deputy mandates in a representative body

Local government. District commission:

1) inform the population of the address and telephone number of the precinct commission, the time of its work, as well as the day, time and place of voting;

2) specify the list of voters, referendum participants, make acquaintance of voters, referendum participants with this list, review statements of errors and inaccuracies in this list and decide on making appropriate changes to it;

3) provides preparation of premises for voting, ballot boxes and other equipment;

4) provides information to voters on registered candidates, on electoral associations, electoral blocs that registered lists of candidates, inform referendum participants on referendum issues on the basis of information received from a higher commission;

5) supervise the observance on the territory of the polling station, the referendum site of the procedure for conducting election campaigning and campaigning on referendum issues;

6) issues absentee certificates;

7) organize voting at the polling station, a referendum site on the voting day, as well as early voting;

8) conducts counting of votes, establishes the results of voting at the polling station, the referendum section, draws up a protocol on the results of voting and transfers it to the territorial commission;

9) announces the results of voting at the polling station, the referendum site and issues certified copies of the protocol on voting results or certifies the said copies to the persons who monitored the voting;

10) considers within the limits of its powers complaints (applications) for violation of the electoral legislation and takes motivated decisions on the specified complaints (applications);

11) when it detects offenses, draw up protocols on administrative offenses (prepares materials for such protocols) and sends these protocols in accordance with the legislation on administrative violations to law enforcement agencies or the court;

12) ensure the storage and transfer to the higher commissions of documents related to the preparation and conduct of elections, referendum;

13) exercise other powers in accordance with the law.
