FEDERATIVE DEVICE.

The Federation is one of the varieties of the state system, its national-territorial organization.

FU describes the composition of the state, the legal status of constituent parts of the Federation's subjects, and their relationship with the state as a whole.

The federal nature of Russia has distinctive features:

1) The Russian Federation has a Constitution that is adopted by popular vote and has the highest legal force throughout the country;

2) The Russian Federation has its own territory, on which its sovereignty extends and within which the Constitution and federal laws have supremacy;

3) The Russian Federation is characterized by the presence of a single all-Russian citizenship;

4) The Russian Federation has supreme bodies of state power common to the entire federation;

5) The Russian Federation has a single monetary, credit system, a unified state budget and a system of taxes;

6) The RF and its subjects have the right of external relations with foreign states, commercial structures, international organizations;

7) relations between the Russian Federation and its subjects are based on the delineation of their powers. FU of Russia is based on the principles enshrined in the Constitution of the Russian Federation.

The state integrity that underlies the structure of the RF means that the RF is an integral, unified and indivisible, although a federal state, including other states and state entities.

The unity of the system of state power is closely connected with state integrity. The subjects of the Federation enjoy considerable independence in the exercise of state power. System

Subjects. Within the limits of their competence, both the Federation and the constituent entities of the Russian Federation adopt legal acts, solve issues of state and public life. In terms of the jurisdiction of the Russian Federation, federal laws are adopted that have direct effect throughout its territory. In the subjects of joint jurisdiction of the RF and its subjects, federal laws are issued, in accordance with which the subjects of the Federation adopt their laws and other normative acts.

Principles of equal rights and self-determination of peoples in the Russian Federation. Equality of peoples manifests itself in equal rights to national development, development of national culture, language, to use it. Self-determination of nations can be carried out in various national-state and national-cultural forms. The Russian Federation is a state form of self-determination of the entire multinational people of Russia and all peoples and nationalities.

Equality of subjects of the Russian Federation, which manifests itself in the equality of all subjects among themselves, in their relations with federal bodies of state power. This equality is manifested: in the equality of their rights and obligations as subjects of the federation, in the constitutionally established equal limits of the competence of subjects of all types, equally limited by the competence of the RF itself,
