- Established by the Constitution or laws of the criteria necessary for citizens to exercise their social ialno-economic and political rights.

Some Ts are connected with active (the citizen's right to vote and participate in elections) and passive (the right of a citizen to be elected) the right to vote. If Ts is the natural character (granting the right to vote upon reaching a certain age), and connected with the character of professional activity (the judge must have a law degree and a doctor -Medical), it fits into the constitutional framework of the rights and freedoms of man and citizen.
