12.3 Social infrastructure and social activities of an enterprise

Production is a complex process of creating material wealth, an integral part of which are people and the relationship between them. Therefore, each enterprise is not only a complex production and economic, but also an equally complex social system. In other words, the effectiveness of the enterprise's activity is significantly influenced by the socio-cultural factors of the external environment. Therefore, modern enterprises are objectively forced to direct a certain part of their efforts to resolve both internal and external social problems.

Characteristics of the social infrastructure

The social needs of the company's employees cover a wide range of issues: improving the working and living conditions of workers and their families, organizing health care, and social and cultural services. Recall that the social needs of labor collectives are provided by a set of certain subdivisions of the social infrastructure of the enterprise, which may include: 1) canteens, cafes, buffets; 2) hospitals, polyclinics, first-aid posts; 3) own residential houses, subdivisions of the consumer service establishment; 4) schools, vocational schools, faculties and courses (centers) of professional development; 5) preschool institutions, libraries, clubs (palaces of culture); 6) bases and rest houses, sports facilities, etc.

The maintenance of all set of objects of a social infrastructure by each enterprise demands considerable means.

Management of the activities of social infrastructure units is carried out by the deputy director of the enterprise (vice-president of the company) for personnel and social issues. He is subordinated to the departments: personnel, technical training, administrative and utility and housing and communal services, which already directly manage the activities of the social infrastructure of the enterprise.

Social activity of the enterprise

In order to meet the social needs of workers, an enterprise must draw up a social development plan , that is, a well-founded, financially and financially secured system of measures aimed at improving the social structure of personnel, improving the working and living conditions of all categories of workers, their social and cultural services, .

One of the prerequisites for effective management of the company's personnel is the forecasting of changes in the social structure of the work collective. Thus, the establishment of the necessary proportions of different categories of workers by sex and age is aimed at timely meeting the needs of modern production in cadres. The nature and content of labor, which are steadily and rapidly changing under the influence of scientific and technical and organizational progress, require the same dynamic improvement in the professional and qualification structure of the staff. Therefore, the plan for social development of the enterprise should include measures to increase the level of special education of employees, reduce staff turnover.

In terms of social development, it is necessary to provide for specific measures aimed at improving the sanitary and hygienic working conditions (reducing noise, vibration, dust and gas contamination of the air, etc.). Equally important is the development of measures to maintain proper working capacity for a long time and prevent rapid fatigue. These measures will help eliminate excessive physical and neuropsychological loads, establish optimal working and rest regimes, organize the workplace, and intensify work. Particular attention should be given to activities that increase occupational safety and eliminate occupational injuries, as well as to prevent occupational diseases.

The plan for the social development of the work collective also includes measures to improve the housing and living conditions of the employees of the enterprise, as well as to strengthen the material and technical base of the corresponding social infrastructure facilities.

The social development plan of the enterprise should also include measures to strengthen labor and creative activity, in particular, those that contribute to the development of innovation and scientific and technical creativity of workers.

The main aspects of the social development plan of an enterprise should be coordinated with the corresponding plans for the development of a city district or even the city as a whole where it is located. This is due to the fact that the solution of many important social problems exceeds the capabilities of a separate (even very large) enterprise.
