MONITORING LAND.

In accordance with the LC RF is carried out only by the state bodies of management of the land fund of the Russian Federation and is a system for monitoring the state of land resources.

The subject matter of the bodies exercising the state MZ is the integral land fund of the Russian Federation, irrespective of the form of ownership and purposeful designation of the land.

Currently, general provisions on the management of MZ are contained in the RF LC, and the procedure for its implementation is further regulated by the Government of the Russian Federation.

MZ is conducted in accordance with federal, regional and local programs and is part of monitoring the state of the environment.

The MZ RF system consists of a number of subsystems that correspond to a specific type of designated use of land.

MZ is carried out separately with respect to agricultural land, the lands of settlements and settlements, the lands of industry, transport, communications and other non-agricultural purposes, etc.

State MZ can be conducted at three levels:

1) the federal level - monitoring is conducted within the entire territory of the Russian Federation;

2) regional level - monitoring is carried out within certain economic, geopolitical and administrative boundaries;

3) local level - monitoring is carried out at sites below the regional level, up to individual large land users, landowners, landowners and tenants.

The conduct of the state MZ is aimed at the following tasks:

1) timely identification of changes in the state of land resources, an assessment of the changes that have already occurred, a forecast and development of recommendations for preventing or eliminating the consequences of negative processes occurring in the soil layer of lands.

In order to implement it, the authorities conduct systematic observations of the state of water and wind erosion of the soil layer of the earth, the probability of loss of humus or deterioration of the structure, the contamination of land with pesticides, other toxic substances, the state of the shoreline of rivers, seas, reservoirs, Places of burial of hazardous radioactive wastes, car parking lots, etc .;

2) information support for the maintenance of the state land cadastre, state land control, rational use and protection of land resources, land management, as well as other functions of state and municipal land management, control, rational use and protection of lands;

3) providing the population of the Russian Federation with information on the state of the environment in terms of the state of the lands. The use of data obtained by state bodies for monitoring land is possible both for citizens and for legal entities and international organizations.

In order to implement the latter two tasks of the state MZ, various methods of gathering the necessary information are used.

All receptions, means and methods of implementation of MZ are subdivided depending on the terms and periodicity of their conduct into three types:

1) basic - are carried out for the first time in one or another territory and are of a general nature;

2) periodic - are carried out in a month, quarter, year or other period of time;

3) operational - record all current changes in the state of land resources.
