Creation of PG is impossible without the formation of a developed civil society - a society in which citizens freely realize their interests and needs, which is the embodiment of human freedom and justice.
Civil society is inseparable from PG. In PG citizens are guaranteed freedom, independence and property,
Secured by the rule of law, there are social relations in it, which are independent of the state (property, family, moral, etc.).
The legal order is a complex education, the separate parts of which give it a legal form and certainty. The main elements of law and order are:
1) law and legality - its normative and legal basis;
2) lawful behavior committed by subjects within the legal relationship (the content of the legal order);
3) participants in legal relations, endowed with subjective rights and legal obligations.
The main features of the legal order:
1) it is a consequence of the functioning of law and legality;
2) legally formalizes the actually established orderliness of social relations;
3) organizes social relations, expressed through the lawful behavior of their participants;
4) the limits of its functioning are conditioned by the content of a particular type of legal relationship;
5) it is protected by the state and has an objective character.
