NATURAL ORDERS

- territories (water areas) that are of particular importance for the conservation or restoration of natural complexes and their components and maintaining the ecological balance.

The legislator identifies two types of state PZ: they are reserves of federal and regional significance.

State PZ can have a different profile, including:

1) complex (landscape), designed to preserve and restore natural complexes (natural landscapes);

2) biological (botanical and zoological), intended for conservation and restoration of rare and endangered species of plants and animals, including valuable species in economic, scientific and cultural relations;

3) paleontological, designed to conserve fossil objects;

4) hydrological (marsh, lake, river, marine), designed to preserve and restore valuable water bodies and ecological systems;

5) geological, designed to preserve valuable objects and complexes of inanimate nature.

Let us dwell on the procedure for the formation of state PZ.

1. State PZ of federal significance are established by the decision of the Government of the Russian Federation on the basis of the submission of executive authorities of the subjects of the Russian Federation and specially authorized for that state body of the Russian Federation in the field of environmental protection.

2. State PZ of regional significance are formed by the executive authorities of the relevant subjects of the Russian Federation in agreement with the relevant local government bodies.

The legislation stipulates that in the territory of the state PZ and their individual plots, the economic, recreational and non-commercial activities may be prohibited in full or in part, permanently or temporarily (including at certain times of the year)

Other types of activities that are contrary to the objectives of the organization of the reserve or causing damage to the natural environment, including:

1) plowing of lands;

2) felling of the main use and other kinds of felling, harvesting of gum, haymaking, pasturing of cattle, harvesting and gathering of mushrooms, berries, nuts, fruits, seeds, medicinal and other plants, other uses of flora;

3) fishing, sports and amateur hunting and fishing, obtaining marine mammals and aquatic invertebrates, other uses of wildlife;

4) collection of zoological, botanical and mineralogical collections, as well as paleontological objects;

5) provision of land for construction, as well as for collective gardening and truck farming;

6) hydromeliorative and irrigation works, geological prospecting and development of minerals;

7) construction of buildings and structures, roads and pipelines, power lines and other communications;

8) use of pesticides, mineral fertilizers, chemical plant protection products

And growth stimulants;

9) alloy of the forest;

10) blasting operations;

11) transportation and parking of motor vehicles, ships and other water crafts, arrangement of halts, bivouacs, tourist camps and camps, other forms of recreation;

12) any other types of economic activity, recreational and other nature management, which hinders the preservation, restoration and reproduction of natural complexes and objects.

In the territories of state PZ, where small ethnic communities live, it is allowed to use natural resources in forms that protect the original habitat of these ethnic communities and preserve the traditional way of their life (hunting, fishing and other historical forms of using the natural object).
