PASSPORT SYSTEM.

The passport of a Russian citizen is the main document certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation. Passports are required to have all citizens of the Russian Federation who have reached the age of 14 years and reside on the territory of the Russian Federation. A citizen must carefully keep a passport, the citizen must immediately declare his loss to the internal affairs body.

Forms of the passport are made according to a uniform model, established in the territory of the Russian Federation, and issued in Russian. Passport forms intended for registration in the republics that are part of the Russian Federation can be used to produce inserts that have an image of the state arms of the republic and provide for the introduction of information on the identity of a citizen in the state language (s) of the republic. The form of the liner is established by the executive authorities of these republics and the Ministry of Internal Affairs of the Russian Federation in agreement with the Heraldic Council under the President of the Russian Federation.

In the passport form, specially designed sewn or embedded elements can be used to improve the safety of entries or to protect the form and the entries made from it from counterfeits.

Issuance and replacement of passports are carried out by the bodies of internal affairs at the place of residence of citizens in the manner determined by the Ministry of Internal Affairs of the Russian Federation.

In order to obtain a passport, a citizen must provide the following documents:

1) application in the form established by the Ministry of Internal Affairs of the Russian Federation. The application is to be filled in by the citizen personally.

If a citizen does not have the opportunity to personally issue an application, it is filled by an official or an employee of the passport and visa department. Entries in the application are made legible, violet or black paste (ink). The personal signature of the citizen in the application is certified by the relevant official or an authorized officer of the passport and visa department;

2) birth certificate. In the event that a citizen does not have a birth certificate, he is recommended to contact the registry office at the place of birth registration or at the registry office at the place

Residence to obtain a re-birth certificate. If the birth certificate can not be submitted, the passport can be issued on the basis of other documents confirming the information necessary to obtain a passport;

3) two personal photos in the size of 35-45 mm in black and white, with a clear image of the face in full-face without a headdress (except for citizens whose religious beliefs do not allow showing up before strangers without headgear, but only in cases where the head Dresses do not hide the face oval). Citizens wearing glasses must necessarily be photographed in glasses without tinted glasses.

If there are certain grounds, the passport is replaced. To such grounds the law includes the following:

1) the achievement of the age of replacement of the passport;

2) change of the surname, name, patronymic by the citizen, change of information on the date and place of birth in accordance with the procedure established by law;

3) change of sex;

4) the unsuitability of the passport for further use due to wear, damage or other causes;

5) detection of inaccuracy or inaccuracy of records made in the passport. Also, the passport is replaced in other cases. The passport is issued to the citizen within 10 days from the date of acceptance of documents by the internal affairs bodies. During the time when the passport was handed over for registration, the internal affairs bodies, at the request of a citizen, are required to issue a temporary identity card.

Persons who have ceased Russian citizenship are required to hand over their passports to the internal affairs bodies at their place of residence or place of residence, and persons residing outside the Russian Federation to a diplomatic mission or to a consular post in the receiving state. These institutions forward passports to the internal affairs bodies at the last place of residence or residence of these persons in the territory of the Russian Federation.

The passport of the deceased citizen shall be submitted to the civil registration offices at the place of death registration, which shall be forwarded to the internal affairs body at the last place of residence or place of stay of the deceased citizen in the territory of the Russian Federation. The passport of a citizen who died outside the Russian Federation is handed over to a diplomatic mission or

Consular office of the Russian Federation for subsequent referral to the relevant body of internal affairs on the territory of the Russian Federation.

The passport of the person imprisoned or sentenced to deprivation of liberty shall be temporarily withdrawn by the preliminary investigation body or the court and attached to the personal file of the said person. Upon release from custody or serving a sentence of imprisonment, the passport is returned to the citizen.

Issuance and replacement of passports is carried out by the internal affairs bodies at the place of residence of citizens. Citizens who do not have a place of residence, issuance of a passport is made at the place of their stay or actual residence.
