POLITICAL RIGHTS AND FREEDOMS

- Norms of possible behavior of citizens of the Russian Federation in the sphere of managing the affairs of the state, enshrined in the Constitution of the Russian Federation and other federal laws.

PP and S. citizens of the Russian Federation are directly related to the right of citizens to participate in the management of the affairs of the state in person or through their representatives, which is ensured by the democratic regime of the Russian Federation.

Constitutional PP and S. belong exclusively to citizens of the Russian Federation.

Signs of PP and S .:

1) PP and S. arise from the date of adoption by the person of the citizenship of the Russian Federation, or from the moment of reaching adulthood, if the citizenship of the Russian Federation in the person has arisen due to birth (active suffrage) or specified in the law of age (passive suffrage);

2) political rights belong to every citizen of the Russian Federation on an equal footing. One citizen in an election or referendum has

One right to vote;

3) PP and S. associated with the capacity of citizens. A citizen of the Russian Federation may be restricted in his PP and S., while the restriction in personal is allowed in exceptional cases.

4) the state ensures the implementation and guarantees compliance with PP and S. citizens of the Russian Federation.

Types of PP and S .:

1) Electoral rights:

A) the right to be elected to the bodies of state power and local self-government (passive electoral right) arises from the moment the person reaches the age specified by the legislation;

B) the right to elect representatives to the bodies of state power and local self-government and thereby manage the affairs of the state (active suffrage) arises upon the achievement of the person of 18 years);

2) the right to participate in a referendum;

3) the right of citizens to association. Citizens exercise this right voluntarily, coercion is forbidden for anyone to join the association or stay in it);

4) the right of peaceful assembly, the organization of rallies and demonstrations, marches and

Picketing. Citizens can use this right to protect their rights and interests only in a peaceful manner, armed rallies and citizens' assemblies are not allowed;

5) the right to appeal to state bodies and local self-government bodies. Appeals can be sent in person or collectively in the form of a statement, proposal or complaint.

PP and S. are guaranteed by the Constitution of the Russian Federation and belong to all citizens of the Russian Federation regardless of gender, nationality and race, having reached the age specified by federal laws for the exercise of these rights. No one shall be deprived of these rights, except in cases established by federal laws.
