FREEDOM OF SPEECH

- Guaranteed by the Constitution of the Russian Federation the opportunity to freely express their opinions, beliefs and attitudes in all areas (eg, politics, religion, science and others.), In the media.

SS applies to all spheres of social life except in cases established by federal laws.

It is not the realization of the right to S. S .:

2) campaign, aimed at achieving the same purpose (ie, active work among the masses through speeches, posters, slogans, which has the purpose of dissemination of the ideas and attitudes of superiority).

These restrictions on the right of citizens to free expression of opinions and ideas are aimed at:

1) respect for the rights and reputation of other members of society;

2) the protection of national security or of public order, health or morals.

Constitutional guarantees of SS are closely related with the media, because it is through them, as a rule, carried out the spread of mass media among the population, which is expressed by SS

Mass information - intended for the general public printed, audio, audiovisual and other communications materials.

The media - all kinds of forms of dissemination of mass information.

In the Russian Federation shall be guaranteed the freedom of the media, ie, It may not be restricted in any form:

1) search, acquisition, production and distribution of information;

2) formation of new media, possession, use and disposal;

3) the manufacture, acquisition, storage and use of technical devices and equipment and raw materials for production and distribution of media products.

In the Russian Federation prohibits media censorship, ie, not be demanded from the editorial board of the mass media on the part of someone else previously coordinate messages and materials, as well as unacceptable ban on the dissemination of information and materials, their individual parts.

Federal law establishes restrictions on the spread of mass media. It prevents the spread:

1) information for the commission of criminal acts constituting state or other secret protected by law, to carry out extremist activities that promote pornography, violence and cruelty;

2) The media inserts hidden, subliminal people and (or) harmful to their health;

3) in the media as well as computer networks of information about the ways how to develop, manufacture and use, places of purchase

narcotic drugs and psychotropic substances, as well as their promotion.
