THE JUDICIAL COMMUNITY

- body that is formed in the manner prescribed by law to express the interests of judges as bearers of the judiciary.

SS is an important institution for ensuring the independence of judges. SS through its bodies has a significant impact on a variety of processes, closely related to the organization of the courts and their activities.

The community consists of all judges, both working and retired. It includes judges of federal courts of all types and levels, as well as judges of the courts of the subjects of the Federation that make up the judicial system of the Russian Federation.

The competence of the SS bodies is determined by law and lies in the tasks assigned to it. These are:

1) assistance in improving judicial

System and legal proceedings;

2) protection of the rights and legitimate interests of judges;

3) participation in organizational, personnel and

Resource support of judicial activity;

4) approval and enhancement of the authority of the judiciary.

Communities exercise their powers collectively, publicly, with the direct observance of the principles of independence of judges and inadmissibility of interference in the activities of judges.

The supreme body of the judicial community is the All-Russian Congress of Judges, which forms the Council of Judges of the Russian Federation and the Supreme Qualification Collegium of Judges of the Russian Federation.

The All-Russian Congress of Judges has the right to take decisions on all matters relating to the organization and activities of SS, except for those issues that relate to the powers of the qualification boards of judges. Decisions of the congress are taken by a simple majority of votes, unless a different procedure for making a decision has been determined.

The Council of Judges consists of judges of federal courts and courts of subjects of the Federation of the Russian Federation. He has the following powers:

1) convenes the All-Russian Congress of Judges;

The Council of Judges of the Russian Federation is convened at least twice a year. It consists of the chairman of the Council, his deputies. The Presidium of the Council of Judges of the Russian Federation is established for the prompt resolution of issues and holds meetings at least 4 times a year.

The Chairman of the Council of Judges of the Russian Federation convokes the Council of Judges of the Russian Federation, the Presidium, represents SS in other bodies of power and local self-government, in public associations, in the media, and in the implementation of international cooperation.

The powers of a member of the Council of Judges may be terminated ahead of schedule on personal initiative or in the event of a disciplinary offense.

Public, they are appointed by the Council of Federation; One member is appointed by the President as his representative. Judges are elected to the Supreme Qualification Board of the Russian Federation by secret ballot at a congress by a majority vote.

The powers of a member of the qualification board of judges from among judges may be terminated ahead of schedule on a personal initiative, in the event of a disciplinary offense or an act discrediting the honor of the judge, if he is absent from meetings of the judges' qualification board for 4 months without valid reasons.

The activity of the qualifying collegiums is carried out in accordance with the Regulations on the procedure for the work of the Qualification Collegia of Judges, approved by the Higher Qualification Collegium of Judges of the Russian Federation.
