COUNCIL OF THE FEDERATION

- the upper house of the Federal Assembly of the Russian Federation.

It includes 2 representatives from each subject of the Russian Federation and is formed on the principle of parity representation of the subjects of the Russian Federation. The total number of SF members should be 178.

In SF there is one representative from the legislative (representative) and executive bodies of state power of the subject of the Russian Federation.

The decision of the legislative (representative) body of state power of a constituent entity of the Russian Federation on the election of a representative in SF is made by secret ballot and is formalized by a resolution of the relevant body, which enters into force immediately.

The representative of the executive body of state power of the subject of the Russian Federation is a person appointed by the highest official of the subject of the Russian Federation for the term of his authority.

The decision of the highest official of a constituent entity of the Russian Federation on the appointment of a representative from the executive body of state power of a constituent entity of the Russian Federation shall be formalized by a decree (decision) of the highest official of the subject of the Russian Federation, which comes into force after approval by the legislature and sent within 3 days to the legislative (representative) RF.

A citizen of the Russian Federation who has reached the age of 30 and who has the right to elect and be elected to the government bodies may be appointed a member of SF.

Structure of SF:

1) Chairman SF and his deputies (elected by the members of the Chamber and can not be represented by the same subject of the Russian Federation);

2) SF committees on certain issues of SF activity (the number can not be less than 10 people);

3) standing and temporary commissions. The main function of SF is to approve (disapprove) federal laws passed by the State Duma.

Powers of SF:

1) appointment and dismissal of higher-ranking state officials;

2) the solution of the question of the possibility of using the Armed Forces of the Russian Federation beyond its borders;

3) approval of Presidential Decrees on the introduction of an emergency and martial law on the territory of the Russian Federation;

4) approval of changes in the borders of the subjects of the Russian Federation;

5) introduction of bills or amendments to laws in the State Duma of the Russian Federation;

6) appointment of the election of the President of the Russian Federation;

7) the removal of the President of the Russian Federation from office.

SF necessarily considers and makes a decision on the following issues:

1) the federal budget;

2) federal taxes and fees;

3) financial, currency, credit, customs regulation, money issue;

4) ratification and denunciation of international treaties of the Russian Federation;

5) the status and protection of the state border of the Russian Federation;

6) war and peace.
