Today, July 24, in the official publication of the Verkhovna Rada of Ukraine - the newspaper Golos Ukrainy published the law of Ukraine "On the approval of the Decree of the President of Ukraine" On partial mobilization ".
The need to hold the third stage of partial mobilization is conditioned by the pressing tasks of maintaining the state's defense capability and completing the antiterrorist operation.
The first two "waves" of partial mobilization made it possible to complete 53 military units of the Armed Forces of Ukraine and 18 units of other military formations to the wartime staff, which allowed the creation of troops and forces adequate to the level of threat for March and June of this year, to strengthen the protection of the state border on the directions , where fighting is going on today, to prevent the invasion of the regular troops of the Russian Federation to the continental Ukraine from the territory of the temporarily occupied Crimea, from the north and east of the country, as well as the Transnistrian direction.
At the same time in recent weeks, the visible successes of the antiterrorist operation have led to a change in tactics on the part of the Russian Federation and the terrorists it supports. In such circumstances, in order to preserve the ability of the Armed Forces of Ukraine and other military formations to carry out combat missions within the framework of the ATU, the expansion of troops and forces to repel a possible invasion, as well as the planned regrouping of personnel, the third stage of partial mobilization is being conducted.
Also, a system will be created to replenish the noncomplex of personnel, the echelon of guarding the state border will be intensively strengthened, and the forces and means of territorial defense will be built up, which will consistently cover technical facilities, transport infrastructure and its reconstruction. In this mobilization, efforts will be concentrated on providing units that support the army.
According to the Decree, the mobilization is carried out on the territory of Vinnitsa, Volyn, Dnepropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporozhye, Ivano-Frankivsk, Kyiv, Kirovograd, Lugansk, Lviv, Mykolaiv, Odessa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnitsky , Cherkasy, Chernivtsi, Chernigov regions, the city of Kiev ". Appeal of persons liable for military service will be held in all these areas in proportional amounts.
The third stage of partial mobilization provides 45 days for mobilization. This is a certain period of time during which, according to the Law of Ukraine "On Mobilization Preparation and Mobilization," local authorities through the military commissariats call for people liable for military service and equipment of the national economy for completing the military units of the Armed Forces of Ukraine and other military formations in wartime states .
That is, during these 45 days the Ministry of Defense, the National Guard of Ukraine, the border guards will be able to complete those parts that are now necessary to force out Russian terrorists from Ukraine, who are now occupying our cities and killing civilians.
Important! The term of 45 days does not apply to the duration of military service for servicemen called to mobilize, but only applies to the military recruitment mechanism.

Speaker of the Parliament Oleksandr Turchynov announced the dissolution of the faction of the CPU in the Verkhovna Rada of Ukraine.
It is reported that Turchinov called this event historic.
"The parliament has been moving towards this for a long time," said the Chairman of the Verkhovna Rada, noting that this week a "mistake in the law on the Rules" was amended.
Oleksandr Turchynov reminded that according to the results of the elections to the Verkhovna Rada of Ukraine of the seventh convocation on the basis of the Rules of the Verkhovna Rada, a deputy fraction of the Communist Party of Ukraine was formed in the number of 33 people's deputies. As of July 1, 2014, this faction was reduced to 23 people's deputies, he noted, which is significantly less than the minimum number of factions.
"In connection with this, and on the basis of Part 4 of Article 60 of the Rules of the Verkhovna Rada of Ukraine, I declare the dissolution of the parliamentary fraction of the Communist Party of Ukraine in the Verkhovna Rada of Ukraine of the seventh convocation," said Oleksandr Turchynov, calling this event historic, the press service of the parliament reports.
"I hope that there will never be more Communist factions in the Ukrainian parliament," he added.
