UPD: 07/24/2014 The third stage of partial mobilization is carried out with the aim of maintaining the state’s defense capability and completing the anti-terrorist operation
Today, July 24, in the official publication of the Verkhovna Rada of Ukraine - the newspaper “Voice of Ukraine” published the law of Ukraine “On the approval of the Decree of the President of Ukraine“ On partial mobilization ”.
The need for a third stage of partial mobilization is due to the urgent tasks of maintaining the state’s defenses and completing the antiterrorist operation.
The first two “waves” of partial mobilization allowed 53 military units of the Armed Forces of Ukraine and 18 parts of other military formations to be added to wartime states, which allowed the creation of units of troops and forces adequate to the level of threat for March-June of this year, to strengthen the protection of the state border in the directions where battles are taking place today, to prevent the invasion of regular troops of the Russian Federation to mainland Ukraine from the territory of the temporarily occupied Crimea, from the north and east of the country, as well as from Transnistria direction.
At the same time, in recent weeks, the visible successes of the antiterrorist operation led to a change in tactics on the part of the Russian Federation and the terrorists supported by it. Under such circumstances, in order to preserve the ability of the Armed Forces of Ukraine and other military formations to perform combat missions within the ATO, building up units of troops and forces to repel a possible invasion, as well as a planned regrouping of personnel, the third phase of partial mobilization is carried out.
There will also be created a replenishment system for staff incomplete personnel, strenuously echelon of state border protection, increased forces and means of territorial defense, heavily making up the technical cover of facilities, transport infrastructure and its restoration. In this mobilization efforts will be focused on providing units that support the army.
According to the decree, the mobilization is carried out on the territory of Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsky , Cherkasy, Chernivtsi, Chernihiv regions, the city of Kiev ". The conscription will be carried out in all specified areas in proportional amounts.
The third stage of partial mobilization provides 45 days for mobilization. This is a certain period of time during which, according to the Law of Ukraine “On mobilization preparation and mobilization”, local state authorities, through military commissariats, call up military servicemen and national economy equipment to retrofit military units of the Armed Forces of Ukraine and other military formations into wartime states. .
That is, during these 45 days, the Ministry of Defense, the National Guard of Ukraine, and the border guards will be able to complete the units that today are needed to oust the Russian terrorists who now occupied our cities and kill civilians from Ukraine.
Important! The period of 45 days does not include the period of military service of servicemen called up for mobilization, but only applies to the mechanism for military service.

Parliament Speaker Oleksandr Turchynov announced the dissolution of the Communist Party faction in the Verkhovna Rada of Ukraine.

"Parliament has long been on this path," said the Chairman of the Verkhovna Rada, noting that this week was "corrected ?? an error in the law on Regulations".
Oleksandr Turchinov recalled that according to the results of the elections to the Verkhovna Rada of Ukraine of the seventh convocation on the basis of the Regulations of the Verkhovna Rada, a deputy faction of the Communist Party of Ukraine was formed in the amount of 33 deputies. On July 1, 2014, this faction was reduced to 23 deputies, he noted, which is significantly less than the minimum number of factions.
"In this regard, and on the basis of Part 4 of Article 60 of the Regulations of the Verkhovna Rada of Ukraine, I declare the dissolution of the parliamentary faction of the Communist Party of Ukraine in the Verkhovna Rada of Ukraine of the seventh convocation," said Oleksandr Turchynov, calling this event historic, the press service of the parliament reports.
